Charlevoix plans for upcoming road work

CHARLEVOIX — In the approved 2022-23 budget, the City of Charlevoix allocated $200,000 for a pavement maintenance project on the north side of town, but a larger project was approved at the Sept. 19 city council meeting for a total of $238,410.

The roads that will be covered by this project are Eagle (from East Dixon to Elm), Elm Street (from Eagle to Mercer) Fairway Drive (from Elm to U.S. 31), Oak Street (from U.S. 31 to Fairway Drive) and Ance Road (entrance to the Charlevoix Industrial Park).

These streets were chosen because of the deteriorated condition of the existing asphalt and the fact that the underground utilities are generally in good shape, and will not need replacement in the near future.

The work done will consist of bringing in a grinding machine, grinding the existing asphalt, re-grading that material, compacting it and then laying two, 1.5 inch layers of hot mixed asphalt, according to Charlevoix Department of Public Works Director Pat Elliot.

"In early August, we advertised this work and on Aug. 19 we opened one sealed bid from Rieth Riley. The bid price of $222,070 was much better than anticipated with the added costs for labor, fuel, materials and inflation since the budget was drafted," reported Elliot to city council on Sept. 19. "Given this pricing, I met with the contractor and added a section to be pulverized and paved on Ance Road. This area is from U.S. 31 to just past the first driveway going into the gas station. By adding this section of Ance Road, the additional costs of $16,340 would be added to the original bid amount for a grand total of $238,410. I have also been working with MDOT to have a portion of the MDOT right-of-way repaired during this project. MDOT will be funding their part of the project."

"We have worked with Rieth Riley on many similar projects over the years and have always had good results. This project would start in mid-October and be completed by mid-November," added Elliot.

Elliot said the streets involved in the project weren't major thoroughfares so no major detour routes are necessary. Residents near the construction sites should be able to reach their homes with relative ease.
